Track & Field Regulations

Note--Except in the case of emergencies or approval by the conference office, changes to sport regulations by sport committees must be proposed no later than 30 days prior to in-person conference meetings, and approved by the Advisory Board meeting held prior to the start of each subsequent season--May meetings for Fall sports, October meetings for Winter sports, January meetings for Spring sports.  (Updated May 2022)

SECTION 1.0 PLAYING SEASON AND SCHEDULING

1.1 All teams must abide by NCAA Rules for season length.

1.2 The PacWest Outdoor Track & Field Championships shall be held on the Friday and Saturday four weeks prior to the NCAA Division II Outdoor Track & Field Championships.  Each school entering a team in the championships shall be charged $300 per (gender) team entered to help pay for the championships, as billed by the conference office. (Approved May 2019.)

SECTION 2.0  GAME MANAGEMENT/CONDITIONS OF COMPETITION

2.1 Competitions will be conducted in accordance with the NCAA Track and Field Rules.

2.2 The championship rotation is recommended by the conference office, reviewed by the conference championships committee, and approved by the conference Advisory Board.  (Below is the order through 2030):
  • 2023 Azusa Pacific
  • 2024 Westmont
  • 2025 Fresno Pacific
  • 2026 Point Loma
  • 2027 Azusa Pacific
  • 2028 Westmont
  • 2029 Fresno Pacific
  • 2030 Point Loma
2.3 Meet timing.  Professional timing system and electronic display boards must be used to promote quality of championship experience.

2.3.1 The conference shall pay for the timing/results company and all championship meet officials.  The conference shall reimburse the host schools for other meet expenses, at least up to the amount of fees received from the participating conference schools. (Updated October 2022)

2.4 TFRRS will be the official performance list of the PacWest.  The performance list will consist of marks starting on the first countable day of outdoor competition per NCAA rules until Sunday at 8 AM (PST) preceding the Conference Championship

2.4.1 A proof of performance must be uploaded to TFRRS and on the PacWest Performance List within seven (7) days of the performance.

2.5 Entry Procedures (Week of the Meet)

2.5.1 Participants for the PacWest Conference Championship must meet qualifying standards previously established by the conference by 8 AM (PST) Sunday preceding the Conference Championship.

2.5.2 Entries for the PacWest Championships are to be submitted on Direct Athletics by Monday at 5 PM (PST). Any athletes scratched after this time will be eliminated from the meet. 

2.5.3 The conference office will send out confirmed entries of each school to the head coach of that school only by Monday at 6 PM (PST).

2.5.4 Each school has until Monday at 7 PM (PST) to make any final declarations of athletes that may have been left out at the 5 PM deadline. An email must be sent back to the conference office confirming any changes no later than Monday at 7 PM (PST).

2.5.5 Each school will be limited to the number of entries as equal to the number of scoring places per event, which is eight (8).

2.5.6 Each team will be given an automatic entry in the relay events without a mark required.

2.5.7 Coaches are allowed to give athlete entry preferences with declarations. Coaches will list in order the events athletes should be entered in based on preferences and email the conference office by Monday at 5 PM (PST).

2.5.8 Selection of declared athletes will be published by 1 PM (PST) on Tuesday and sent out to each school.

2.5.9 Any scratches must be made no later than the day before the first date of competition, traditionally Thursday, by noon. The conference office will then look to fill that open spot with the next entered athlete who did not receive a spot in that event. The head coach will need to respond to the conference office regarding the open spot by 5 PM (PST).  These student-athletes will be scratched completely from the meet.

2.5.10 The host school meet director will notify member institutions of the trials schedule by noon (PST) the Thursday before the championship.

SECTION 3.0 CHAMPIONSHIPS 

3.1 Championship Committee.

3.1.1 Will also serve as the Jury of Appeals.

3.1.2 Shall be comprised of the Host Athletic Director (or host school administrative designee), the track and field athletic director liaison, the Conference Commissioner (or conference office designee), and the Meet Head Official.

3.1.3 This committee will review and resolve all issues and disputes not under the purview of the meet officials.

3.1.4 May confer with Host Head Coach, USATF governing body, or others if necessary.

3.2 Qualification requirements

3.2.1 Qualifying for participation in the PacWest Championship will be based on two criteria: (1) A standard (95% of the NCAA DII provisional standard), OR (2) top 24 declared athletes, per event, as ranked on the TFRRS PacWest Performance List. (Updated January 2025)

3.2.2 Each team is assured at least five (5) entries. 

3.2.3 For teams that do not have the 5-entry minimum through qualification, the program will be given up to five (5) at-large entries into the meet. All at-large entries must have a mark in the event from the current season and by the conference deadlines (see 3.5).

3.2.4 If a team has less than five (5) event qualifiers, they will be given at-large qualifiers to meet the guaranteed five (5) entries (Ex. if a team has 2 event qualifiers, they will receive 3 at-large entries).

3.2.5 If an at-large entry in an event causes that event to go from a final only to a prelim, the athlete should be scratched and given an opportunity to enter a different event. Accommodation of at-large entries (to satisfy 3.2.4 at-large qualifiers) shall not create additional flights or heats in full events or flights. The head coach needs to email the conference office with any changes to the entry by 5 PM (PST) on Tuesday, otherwise the athlete will be removed from the event and not given an opportunity to enter another event. (Updated January 2025)

3.2.6 Developing programs may utilize these five (5) at-large entries for three (3) years. At that point, they will be held to the same standard as every other program.

3.2.7 The PacWest Championships will be limited to the top 24 declared athletes per event with the exception(s) of the at-large entries from institutions who did not meet their five (5)-entry minimum and all events where more than 24 declared athletes met the PacWest qualifying standard for the current year. In this case, all declared athletes who achieved the standard in the event will be entered.

Decathlon, Heptathlon, and 10,000 meter "right of entry".

3.2.8 Teams may enter athletes who have competed in at least 5 decathlon events and 4 heptathlon events during the regular entry period.

3.2.8.1 A Heptathlete may qualify for the meet if fewer than 12 people are entered and if she has current year Outdoor Marks on TFRRS for at least four (4) of the Heptathlon events.

3.2.8.2 A Decathlete may qualify for the meet if fewer than 12 people are entered and if he has current year Outdoor Marks on TFRRS for at least five (5) of the Decathlon events.

3.2.8.3 If less than 12 athletes entered into the championship have completed and/or met the A standard qualifications for the Hep/Dec events, the 12 person field will be completed utilizing the point totals of the entered athletes who have competed in at least 5 decathlon events an/or 4 Heptathlon events during the current outdoor season.  Point totals will be calculated utilizing the Heptathlon/Decathlon scoring table.  The highest point totals will qualify to compete in the Hep/Dec and complete the 12 person field.

3.2.8.4 A 10,000 meter runner may qualify for the meet if fewer than 24 people are entered and if he or she as a current year Outdoor Mark in the 5,000 meters. The top time in the 5,000 meters will be taken as the first at-large entry, then the second fastest time, etc. until 24 entries are reached.

3.2.8.5 (Removed January 2025)

3.2.8.6 All right of entries must be emailed to the track and field athletic director liaison by Monday at 5 PM (PST).

3.3 Meet Special Instructions

3.3.1 Seeding will be conducted by the timing company; following the specifications set by NCAA rules. If an event does not include a preliminary competition and is run only as a final, the seeding will be done according to time and not random assignment.

3.3.2 Preliminary heats shall be organized per NCAA Rule 5.11 (i.e. athletes will be assigned to heats in the order their names are listed on the ranked performance list, working alternatively from left to right and right to left).

3.3.3 Within each heat, lane assignments will be drawn randomly. The order that the heats will be run will also be drawn randomly.

3.3.4 If there are more qualifiers than the number of lanes in the 100 meters, 200 meters, 400 meters, 100/110 meter hurdles, and 400-meter hurdles, preliminary heats shall be held.

3.3.5 Qualification for finals

3.3.5.1 If 15 or fewer competitors report for the 1500 meters, the event will be run as a final. Two (2) heats of the 1500 prelim will be run if there are 16-29 entries. If there are 30 or more entries, the prelim will go to three (3) heats. If prelims are run in the 1500, the maximum number that may qualify for finals would be 12.

3.3.5.2 Field Events (except HJ and PV)-Athletes in the qualifying round will receive three (3) attempts. The top nine (9) will advance to finals for an additional three (3) attempts.

3.3.5.3 In Field Events, 13 or more competitors will require a second flight. Top 50% of the competitors will be placed in the second flight and both flights will be in random order. One flight will also be in random order as well.

3.3.5.4 Vertical Jumps-Opening heights and incremental increases will be finalized at the coaches' technical meeting the Thursday of the championships. It is advisable that the coaches discuss this on a conference call prior to the championships to decide what would be in the best interest of the meet and to avoid a long delay to the coaches' technical meeting.

3.3.5.5 Re-Ordering Heats/Flights: Heats and flights will be re-ordered by the timing company following the coaches' technical meeting if there are scratches.

3.3.5.6 Combined Event Seeding: When appropriate all PacWest combined event heats and flights will be seeded based on current season's best in each individual event.

3.3.5.7 The PacWest Championships meet shall be scored in accordance with the NCAA Championships. The Scoring option (10-8-6-5-4-3-2-1) shall be used for individual and relay events.

3.4 Championships Time Schedule and Order of Events

3.4.1 All intervals between preliminary heats and finals shall be limited to a maximum of 10 minutes.

3.4.2 A canceled event shall not change the time schedule.

3.4.3 The starting time of the championship is based upon the facility availability and will be approved by the Championship Committee

3.4.4 The first day of decathlon and heptathlon will occur on the first day of the scheduled meet. The second day of the decathlon and heptathlon will occur on the second day of the scheduled meet

3.4.5 Men and women will switch who goes first each year depending on current NCAA DII Championship schedule

3.4.6 The host institution will provide a tentative schedule 30 days prior to the PacWest conference championship. The order of schedule may slightly differ between host institutions as dictated by facilities, weather, safety, and championship experience

Day One

To avoid heat in the 10K and take advantage of afternoon winds for sprints/jumps, the meet should start late afternoon with a 10K time of 8 PM or later. On years when the host school does not have lighting, discretion will be given to the host institution to when the 10K will be scheduled.  The games committee will have final approval of the hosts meet schedule.

3.5 PacWest Championships Host Institution Expenses

3.5.1 Personnel employed at the PacWest Championship should include the event announcer, USATF officials, and timing company. All USATF officials should be compensated at the current USATF rate. Other expenses must be approved by the Commissioner or Administrative Liaison.

3.5.1 The PacWest Conference Office will pay for the championship meet awards directly.

SECTION 4.0 EQUIPMENT

SECTION 5.0 OFFICIALS


5.1 USATF Officials must be used in the following capacity for the PacWest Championships:

5.1.1 Officials Coordinator will work with host school on placement of officials with emphasis on every event area having at least one certified official

5.1.2 Designated workers that have a strong knowledge of NCAA event regulations can be used to assist officiating crew

SECTION 6.0 AMPLIFIERS, NOISEMAKERS AND OTHER SOUND GENERATING DEVICES

6.1 Artificial noisemakers, air horns or electronic amplifiers shall not be permitted, and such instruments shall be removed from the playing and spectator areas.

SECTION 9.0 AWARDS

9.1 The top three finishers in individual events and members of the top three finishing relays at the PacWest Championships shall receive medals. These place finishers will make up the All PacWest conference track team

9.2 Championship Awards will be selected by ballot from each competing institution head coach immediately following the PacWest Championships. The track and field athletic director liaison will hold a coaches meeting and each team will be able to nominate one athlete for each award. The head coaches will then fill out a ballot and vote for each award. The awards will be presented to the recipients immediately following their selection. The award will be a plaque that states the appropriate name and year won.

9.3 The following awards will be voted on:
  • Most Valuable Male/Female Track Athlete
  • Most Valuable Male/Female Field Athlete
  • Male/Female Freshman of the Year
  • Male/Female Newcomer of the Year
  • Men's/Women's Coach of the Year

SECTION 10.0 TOBACCO USAGE

10.1 Tobacco usage by athletes, coaches, officials and event staff is strictly prohibited at all PacWest athletic events, including practice sessions.

10.2 Violators are subject to contest suspension for each offense. Following a team's first offense, head coaches in addition to the violator are subject to suspension for each additional offense.

SECTION 11.0 COACHES MEETINGS

A PacWest coaches' conference call (or Zoom meeting) will be held in the fall, and one month prior to the PacWest Championships, as facilitated by the conference office.

SECTION 12.0 ITEMS NOT COVERED

Items not covered in conference regulations shall adhere to NCAA rules and regulations.  The Conference office shall have the authority to levy fines or other penalties deemed appropriate for violations of sport regulation. Such penalties shall be appealable to the Committee on Appeals.
