3.12 CONFERENCE PERSONNEL
3.12.1 The Conference shall employ a commissioner.
3.12.2 COMMISSIONER The Conference Commissioner is the Chief Administrative Officer of the Conference. As such, the Commissioner duties are including but not limited to:
3.12.2.1 Attend and issue calls for official meetings of the Conference, prepare agendas for such meetings, prepare and distribute minutes of all meetings.
3.12.2.2 Serve as an ex--officio member, without vote, of the Executive Board, Advisory Board and all special and ad hoc committees unless the appointing authority otherwise provides.
3.12.2.3 Serve as treasurer and receive and hold all Conference funds, and upon proper authorization, pay all valid expenses of the Conference.
3.12.2.4 Present an annual financial report to the membership at the fall and spring meetings and provide a copy of the annual audit of Conference financial records to the Chair of Executive Board. Other members of the Executive Board may obtain a copy of the annual audit upon request.
3.12.2.5 Prepare and submit to the membership at the winter meeting an annual budget for Conference operation, which will need approval from the Executive Board.
3.12.2.6 Monitor NCAA rules compliance within the Conference.
3.12.2.7 Serve as the official delegate of the Conference to the annual convention of the NCAA.
3.12.2.8 Serve as interpreter of NCAA Regulations, the Conference Constitution, Bylaws, and Sports Regulations, and as enforcement officer of the Conference.
3.12.2.9 Interpret, and when necessary, recommend changes deemed advisable to him/her in the Pacific West Conference Constitution & Bylaws, the Pacific West Conference Operations Code and the Pacific West Conference Sport Regulations to appropriate Executive or Advisory Board.
3.12.2.10 Recommend the initiation of an investigation of any member institution, which has been officially notified by the NCAA of alleged violations.
3.12.2.11 Exercise such powers and authority as may be reasonably necessary to the discharge the duties and responsibilities of his/her office, including the right to disqualify players in emergency situations as well as rule on all hardship cases.
3.12.2.12 Provide leadership and visibility for the Conference.
3.12.2.13 Serve as liaison between the Conference and representatives of the press, radio, and television.
3.12.2.14 Promote and market the Conference nationally, regionally and locally in an attempt to raise funds.
3.12.2.15 Manage issues with regard to membership as directed by the Executive Board and Advisory Board.
3.12.2.16 Supervise the process of assigning, training and evaluation of contest officials.
3.12.2.17 Serve as the Chief Administrative Officer of the Conference
3.12.2.18 Oversee organization and supervision of all Conference championships.
3.12.2.19 Select and supervise other staff personnel employed by the Conference and authorized by budget appropriation.
3.12.2.20 Perform other services traditionally assigned to the administrative office of an intercollegiate athletic conference.
